Standalone exe publish to package managers

Windows:

For windows after talking with @heaths even though winget does support the zip approach it should beneficial to have a msi even if that's just to have a direct downloadable msi for users

For linux, I also recommend homebrew. You also should support debian .deb packages because Ubuntu tends to be more popular than Fedora, especially for WSL development. But both rpm and apt/pkg suffer from the same problem: sudo is required. Not so for homebrew after initial install.

brew is used a lot in linux and is easy to support whether you're doing what azd does with pulling github release binaries directly, or using bottles like I do in https://github.com/heaths/homebrew-tap (brew tap-new provisions a whole repo with workflows we should consider utilizing for the Azure org).

Heads-up for whoever picks up the package-manager work: the standalone dist is versioned by @typespec/standalone-cli (currently 0.83.0, via latest.txt), but tsp --version reports the bundled @typespec/compiler version (1.13.0). So a Scoop/winget/Homebrew listing shows 0.83.0 while users see 1.13.0, which already caused confusion when adding TypeSpec to Scoop earlier today.

I think the published artifact version should track the project version so package managers and tsp --version agree.
