I watched the video posted offline. Add it to the PR in future.
I don't like that the link is blue compared to all other links in the dashboard which are the purple accent. But this can change when the terminal is updated to use the dashboard colors in the future.

…20541) Backport of #20537 to release/13.6 ## Customer Impact Customers opening an empty terminal dock see unnecessary explanatory details and a padded hover box on the documentation link. This simplifies the panel to its console icon, heading, More information text link, and backtick-key hint. The link uses an underline on hover and retains visible keyboard focus. ## Testing Validated on this release/13.6 backport: - 73 focused component tests passed, with no failures or skips: `TerminalDockTests`, `TerminalDockInitializationTests`, `TerminalDockTelemetryTests`, and `MainLayoutTerminalTests`. Quarantined and outerloop tests were excluded. - `dotnet build tests/Aspire.Dashboard.Tests/Aspire.Dashboard.Tests.csproj --verbosity quiet` passed with zero warnings and errors after restoring missing assets. - `dotnet build src/Aspire.Dashboard/Aspire.Dashboard.csproj /t:UpdateXlf --no-restore --verbosity quiet` passed and produced no additional changes. - `git diff --check` passed. The changed terminal component and test files match the merged source commit. The source PR additionally reports Chromium hover, keyboard-focus, and normal/narrow/compact layout checks in light and dark themes; its standalone preview's resource-disconnect overlay was dismissed for those checks. Those visual checks were not rerun on this release branch. Outerloop browser tests were not run on either branch. ## Risk Low. Description
The terminal dock's informational state contains more detail than users find useful, and the More information link has a button-sized hover background that looks like extra padding.
Reduce the empty state to its existing heading and console icon, documentation link, and backtick-key hint. Make More information a normal text link with an underline on hover and a visible keyboard-focus outline, without a filled hover box. Active terminals, tabs, resizing, and detach/collapse controls remain unchanged.
Remove the resource-link-only subscription and cached state, unused localized strings, and obsolete styles. Regenerate XLF resources and update component and existing browser-test expectations.
User-facing usage
Open the empty terminal dock using the dashboard's terminal button or the backtick key. It shows No docked terminals, More information, and the hint to press backtick to hide the panel. Hovering the documentation link underlines the text without displaying a padded background.
