I reviewed all 112 issues filed from August 19 through August 26. #19581 was the only high-confidence VS Code issue missing area-vscode, so I added it.

We still have 28 open tracked issues: 11 have an open implementation PR and 17 do not. Those 11 issues map to 10 open PRs: 7 drafts and 3 ready for review. Five currently have merge conflicts and five are blocked.
