[BUG] Forcing a url of ghe deny access to other github servers

Describe the bug
When the server is set using the GITHUB_HOST environment variable, make github.com unreachable.

To Reproduce
Steps to reproduce the behavior:

1. use a apm.yml file like

2. run apm install then you are advised to set git.corporate.com in GITHUB_HOST
3. once the environment variable set, re-run apm install

I can have packages on different github servers

Thanks for the detailed report, @foutoucour — this is a valid issue.

What's happening: GITHUB_HOST replaces the default host for all shorthand dependencies (those without an explicit hostname). So when you set GITHUB_HOST=git.corporate.com, the shorthand github/awesome-copilot/skills/review-and-refactor gets resolved against git.corporate.com instead of github.com.

How to solve it now: Use the full FQDN for dependencies on the non-default host:

  - github.com/github/awesome-copilot/skills/review-and-refactor

What I'm fixing: APM should detect this multi-host situation and guide you to use FQDN syntax instead of showing a confusing "Repository not found" error. I'm also cleaning up some internal state that shouldn't persist across dependencies. PR incoming shortly.
