.NET: AGUI Interrupts support

Description

All backend tool calls that require approval should be converted into Interrupt wrappers within the AGUI protocol (https://docs.ag-ui.com/concepts/interrupts). Python is currently implemented.

Native AG-UI interrupt/resume support shipped through the AG-UI SDK integration in #6653. Approval-required functions are mapped to interrupts and resumed through the current request context flow. Closing as resolved.
