I have (what I think are) more proper fixes for these two things in #50022. I can totally split those two out into a specific PR without the target change if you want them. I too retarget for better debugging sometimes so I think this is a good idea. |

I'm building tsc in ES6 for a better debugging experience, but it crashes with TDZ. This is a workaround.
