Building for Python 3.5 fails on Windows (and other versions of Python as well) #281

Steps to repro:
From a fresh checkout of the master branch, build with the following command:

build --configuration DbgWinPy3.5 --installPythonPackages

This errors when trying to install the packages at the end of the build.

Adding the following to line 351 in build.cmd seems to fix the issue but there might be a better fix.

    Updated the issue to reflect Piet and Najeeb's failing builds on Python 3.6 and 2.7.
