Implement NetCore

We should implement NetCore with nonguix (not yet bootstrapable).

Here are the TODOs:

Add a working version of nonguix channel:

Note: We are using the SDK from nonguix by now, in the future we can implement the runtime.
Build NetCore in depends phase: https://github.com/metacall/distributable/blob/b3bf8462fb74391e4382ca14b92bb38374b1c713/scripts/deps.sh#L26
Make it work properly with all base dependencies for the C# Loader and export nuget in order to allow metacall nuget ... command.

Currently nonguix is almost working but I am getting this error:
