What goes in the filler queue, and how is it fed? #6971
The filler is low-priority work that can wait and soaks up leftover budget before reset: sweeps, deslop, bug hunts, doc drift, evals. Decide what qualifies, where the queue lives (labels, a tracker view, a file) and which producers feed it.
Rule: work qualifies for the filler queue when no human is waiting on it, it can slip to the next cycle, its run is bounded, and its output lands through the normal PR and issue pipeline.

Feeds the allocation model (#6970): the filler drains whichever budget expires next.
