Part of #6476. Rewrite docs-hygiene's skills to the skill criteria in one draft PR, following the per-plugin runbook (/playbooks:skill-authoring, reference/rewrite-a-plugin.md). The runbook and the rewrite protocol it cites decide what ships; this issue holds only what is specific to the plugin.
Thanks for filing this. This is a clear, well-scoped sub-task of the fleet-wide concise-skills rollout tracked in #6476: rewrite the docs-hygiene plugin's 10 skills (9 model-invoked, 1 user-invoked) to the skill criteria via the per-plugin runbook, producing a per-skill decision table with measured descriptions and bodies in the PR, and naming any skill left unmeasured.
Scope, done-when criteria, and the "needs a person" items (eval spend approval, draft PR review) are already spelled out, so nothing appears missing. The plugin's lone agent definition is correctly called out as out of scope for this pass. I didn't find a duplicate issue for this specific plugin's rollout among the other fleet sub-tasks under #6476.
