ci: test-windows.yml and issue-triage-label.yml still pin ci-workflows v0.27.1 #5782

#5747 (for #4670) repinned every melodic-software/ci-workflows reference in .github/workflows/ci.yml to v0.30.2 (a267a27f). Two other workflows still pin v0.27.1 (4610c31e):

• .github/workflows/test-windows.yml:110 (.github/actions/change-detection)
• .github/workflows/issue-triage-label.yml:20 (issue-triage-label.yml)

The #4670 decision named only ci.yml, so they were left alone.

Acceptance:

• Both references point at the same ci-workflows release as ci.yml, with the version comment the pin-comment convention requires, or the issue records why either must stay on v0.27.1.
