Signed-off decision Q10 of the context-engineering integration contract (2026-09-01): the
upstream-drift convention defers content hashing, and prescribes that on a trigger firing "a
hash store becomes its own designed issue, not an inline addition". The corpus pass produced
near-miss evidence recorded in that convention's CHANGELOG 1.6.3 (2026-09-01): the live
building-effective-agents page is silently revised while still datelined Dec 19, 2024 — the
failure class a stored hash would flag — but the deferral's trigger has NOT fired (no
committed stamp was involved). This item is the designed-issue placeholder the deferral asks
for, so the evidence has a durable home before the trigger ever fires.

Proposed work

  • When (and only when) the deferral's recorded trigger fires, design the hash store here:
    scope (which stamped claims), serialization (adopt
    plugins/knowledge/reference/citation-shape.md's url + date + sha256 by reference),
    storage location, and verification cadence.
  • Until then, accumulate near-miss evidence in comments on this item rather than editing the
    deferral.

Acceptance criteria

  • No design work before the trigger fires; the deferral text stays as written.
  • On firing: a design doc that reuses citation-shape's serialization by reference.
