What to build

Add one route-away row to planning:draft-goal-condition Step 0 (Lever fit): work sized beyond one context window routes to spec + decomposed work items (/work-items:decompose + /work-items:work or work-loop) instead of /goal. Rationale to carry: a single goal-pursuing window relies on auto-compaction and spends most of its life degraded; decomposed items each get a fresh window. The skill already routes away to five other levers and declares goal-splitting out of scope, so this is a sixth row, not a redesign. Keep it advisory and configurable in tone — a routing default, not a prohibition.

Acceptance criteria

  • New route-away row present with the multi-window criterion and rationale
  • Existing goal-condition drafting behavior unchanged for single-window work
  • Wording carries no folklore token figures
