Summary

Adds a govulncheck job to build.yml that runs on every PR against main. Catches known CVEs in Go module dependencies before they reach production.

Trivial CI config change — no logic, no code.

Trivial CI config — adds a govulncheck job mirroring the existing test job structure. No logic or code changes.

One minor note: go install golang.org/x/vuln/cmd/govulncheck@latest is not version-pinned, which can cause non-deterministic CI results if govulncheck releases a breaking change. Consider pinning to a specific version (e.g. @v1.1.4) or using the official golang/govulncheck-action which supports version pinning. Not a blocker.

0 P1 / 0 P2 / 1 P3 — No P1/P2 findings, good to merge.
