ci: allow mctl-agents bot to trigger claude-review - #930

Implementer PRs are opened by the mctl-agents GitHub App; without it in allowed-bots the review job dies with 'Workflow initiated by non-human actor' — misreported downstream as 'failed on both tokens'. mctl-telegram already carries this entry; this aligns mctl-gitops.

Implementer PRs are opened by the
mctl-agentsGitHub App. Without it inallowed-bots, the reusable review workflow aborts with 'Workflow initiated by non-human actor: mctl-agents (type: Bot)' — and the failure comment misleadingly says 'failed on both tokens' (burned several review cycles on mctl-portal#88/#89 and mctl-api#203's original runs today). mctl-telegram already allows the bot; this aligns this repo.Note: changes to claude-review.yml cannot be approved by the bot itself (it can't review its own workflow) — merged with --admin per established practice.
