fix(agents): keep github-token at platform/mctl-agents (revert PR #71) - #79

Revert the explicit data: block introduced by PR #71. The PAT seeded at platform/mctl-agents has broader repo scope than the bot-identity PAT at platform/mctl-agent/tokens, and the implementer/docs scanner need the wider scope.

Hot-fix per operator request: PR #71 moved github-token's source from
platform/mctl-agentstoplatform/mctl-agent/tokens(bot identity). Operator confirmed the PAT atplatform/mctl-agentshas broader repo scope than the bot identity does, so the implementer step needs to keep using the local path.This restores the pre-PR-71
