chore(admins-openclaw): roll forward to 2026.4.28-beta.2 - #57

Probe tuning landed in PR #55 — admins, labs, ovk all stable on beta.1 with no restart cycles for ~10 min. Bumping admins back to beta.2 to verify the original suspicion (probe defaults, not a beta.2 regression) and so admins picks up the upstream sync + plugin manifest fixes that ship in 2026.4.28-beta.2. labs/ovk stay on beta.1 for now until admins soaks. Restoring image.tag, OPENCLAW_VERSION, and the setup init container image to 2026.4.28-beta.2 in lockstep.
