fix(labs/kuptsi-app): sync temporal-worker image to 0.1.17 - #135

The extraContainers block pinned 0.1.16 (settings.py without the optional defaults fix); the main base-service container already runs 0.1.17. The worker container kept dying on pydantic ValidationError for chat_id. Bringing both containers to the same tag fixes the pod and gives us 2/2 Ready. A comment is added to remind us to keep the two image tags in sync on subsequent releases — mctl_deploy_service only updates the main container's image.tag.
