   Closing as superseded. Since September 2026 the org policy treats agy as an informational reviewer, not a merge gate: an agy FAIL alone does not block a merge, and each agy P1/P2 on the current head is fixed or refuted during review instead. The blocking rollout this issue asked for is therefore not planned. Current state on the default branch: mctl-gitops already calls the reusable agy-review.yml, explicitly with blocking: false, and agy-review / review is not a required check on main-protection; across the org only mctl-agents passes blocking: true, and even its main ruleset (id 18455891) requires tests, lint and claude-review / review but not agy-review / review. Decision and the full repository-by-repository table are recorded on the parent epic mctlhq/.github#11.
