roadmap: add agent runtime assurance epic (split of #152, no FinOps change)

Split of #152, by owner decision 2026-10-04. It carries the two parts of #152 that add scope, and drops the part that would reopen a completed epic.

Included (cherry-picked from #152, rebased onto current main)

• roadmap/epics/agent-runtime-assurance.yaml: a new epic (root roadmap(agent-runtime-assurance): adaptive adversarial assurance for governed agents #151, lifecycle: active) with 7 required work items, all still unbound. These are 8929391 and c7ca7aa from feat(roadmap): add adaptive agent runtime assurance #152.
• roadmap/epics/agent-platform.yaml: a new routing phase with two optional items, model-routing-policy and governed-simulation, plus success criteria (6b3e5dc). Optional items do not affect Agent Platform completion.

Left out

d9d8a02, the required trajectory-economics item in agent-finops.yaml. Agent FinOps has been completed since #155, and the publication reports it 3/3 healthy. Adding a required item there would silently reopen it, and nothing in the roadmap tooling would notice (see #161). That scope becomes a separate owner decision: a successor epic, "Agent Outcome Economics", with its own root issue.

• Every step of roadmap-validate.yml passes.
