scrolling up in the image history list on phone causes the panel to close #1314

Expected Behavior

for it to just scroll up, not close

Actual Behavior

it closes as soon as you scroll up too much

Steps to Reproduce

1. open swarmUI on a phone
2. swipe up to reveal the image history
3. try to scroll upwards through the history (by swiping down)
4. it mistakes the scrolling gesture for a close-this-panel-please gesture
5. facepalm
