Synapse still persists presence with use_presence: false

Steps to reproduce

• set use_presence: false in homeserver.yaml and restart synapse
• wait a few hours
• the log is cluttered with synapse.handlers.presence: [persist_presence_changes-161] Persisting 1 unpersisted presence updates

Expected outcome: synapse is not doing any work w.r.t. presence
