we should keep track of unsent transactions/pdus and resend them when we hear from the remote HS.

    This sounds like a potentially large amount of data, though.

    And the fact we hear from a remote HS doesn't necessarily mean it's ready to receive unsent transactions. #2527 may be a better solution.
