#13273 added support for the stable identifiers for MSC2285, while continuing to support the unstable ones as a transition for clients.

This will land in Synapse v1.65.0; at some future version we should drop support for the unstable identifiers.

    I think doing this for v1.67.0 (support both for two releases) is reasonable.
