Add native CSV and XLSX table summaries with ordered headers and nonempty data-row counts, excluding headers and Excel totals. Expose the same scoped reader through the read-only FileContext agent tool and a caller-owned stream API, preserving source/output budgets and cancellation.
Validation: all 132 tests passed with coverage; Release build, formatting check, pack and vulnerability audit passed. Patch version 1.0.5 is released by the existing main workflow.
