The function table in the device life cycle specification enables NVM_DEBUG_EN in every TEST_UNLOCKED state. The lc_ctrl theory of operation (NVM_DEBUG_EN section) and lc_ctrl_signal_decode.sv disable it in TEST_UNLOCKED7, so that the isolated flash partition can be populated without exposing it through the NVM backdoor. This marks the exception in the table and links to the lc_ctrl text.

Documentation only.

The function table in the device life cycle specification enables
NVM_DEBUG_EN in every TEST_UNLOCKED state. The life cycle controller
documentation and lc_ctrl_signal_decode.sv disable it in TEST_UNLOCKED7,
so that the isolated flash partition can be populated securely. Mark the
exception in the table.
