[doc] Document basic commands for running/checking Ibex #741

I think the
verification.rstdocument provides some simple commands to get started running DV simulations with Ibex, if this is something that you are referring to?We should probably also document our build requirements somewhere, to avoid problems like #972.
I ran into several issues setting up the simulation on
Windows (WSL + Ubuntu 24) and documented all the fixes.
Opened a PR with a setup guide: #2399Happy to revise based on feedback.
We should add some documentation around how to run lint, run RISC-V verification etc. The current top-level Makefile does help here but it'd be useful for this information to be included in the main Ibex documentation set as part of the getting started information.
