fix(codex): retire a pool account's carried 5-hour window when WHAM shows none - #7980
A pool (non-main) ChatGPT account upgraded from Plus to Pro kept the old plan's 5-hour tuple (shortPercent: 100 plus shortResetAt). The dashboard showed "5h 100% · limit reached" and routing skipped the account until the stale reset passed, even though every WHAM probe after the upgrade reported only a weekly window. Closes#7961 (closed manually after merge, since this targets dev). The fix follows the direction @SupernovaTitanium diagnosed and proposed in the issue, so they are credited as co-author.
Main accounts already retire a carried short tuple when a valid, complete WHAM snapshot proves there is no burst window (#6287). Pool accounts never reached that path. The pool probe and pool re-login passed the plain parseUsageQuota() result as the policy observation, so the absence marker was never derived, and setAccountQuotaFromParsed() forwarded the marker only for main with a live writer.
withWhamShortWindowAbsence(data, quota) in src/codex/quota.ts holds the topology test parseMainPolicyUsageQuota already used. Main parsing is unchanged.
poolWhamPolicyObservation(data, quota) builds pool policy evidence for the probe (src/codex/auth-api/pool-quota-probe.ts) and login (src/codex/auth-api/login-flow.ts). It returns null for invalid readings, and it adds no absence marker for an explicit allowed: false or a present used_percent that does not parse as a number. Main-only monthly filtering does not reach pool observations.
Retiring a tuple releases a routing block, so setAccountQuotaFromParsed() honours the marker for a pool request only with a live captured pool writer for that account, credential generation and history identity. That is the same proof the history write needs. A missing, stale, rolled-over or other-account writer keeps the tuple, and main without a main writer is unchanged.
Partial WHAM and response headers still carry the tuple. The login read has nothing to retire, because reauthentication clears the row first and creation refuses existing ids.
structure/providers/openai-tiers.md and structure/dashboard-and-usage.md describe the pool rule within their 600-line budget.
Verification
bun test tests/codex-integration/codex-credits-probes.test.ts: 17 pass, 0 fail. Each source change was red first: the weekly-only and monthly-only retirement cases, the writer gate (missing, stale-identity and other-account writers, with a live control), generation rollover, explicit denial, and malformed used_percent (string, boolean, object) keeping both shortPercent and shortResetAt.
main-quota-provenance, main-quota-evidence-validation and main-account-hard-lock-retirement: 262 pass, 0 fail.
bun run typecheck, bun run structure:check, file-size-ratchet (9 pass) and bun run privacy:scan pass. git merge-tree against current dev is clean.
Four fresh independent reviews ran, including a dedicated security review. Two security MUSTFIXes were found and fixed, and the final review is PASS. The record is in the PR comments.
NOT RUN locally: bun run test:changed and the full bun run test. The Windows build host is shared by three maintenance lanes, so per the AGENTS.md resource exception, breadth is left to PR CI.

…hows none
A pool account upgraded from Plus to Pro kept its old 5-hour tuple
(shortPercent 100 + shortResetAt) and stayed excluded from routing until the
old reset passed. Pool probes and pool re-login passed the plain WHAM parse as
the policy observation, so the short-window absence marker that main accounts
get from a complete weekly/monthly-only topology was never derived, and
setAccountQuotaFromParsed only honoured it for main with a live writer.
Derive the marker with withWhamShortWindowAbsence for valid complete WHAM pool
and login observations and honour it for non-main accounts. Partial WHAM,
invalid readings and response headers keep carrying the tuple; main without a
writer is unchanged.

Walkthrough
Valid WHAM observations now mark a short-window quota absent when their window topology meets the detection conditions. Pool quota updates apply this marker, allowing a carried short-window tuple to be removed. Partial or invalid observations continue to retain the tuple.
Changes: Pool quota short-window retirement
Layer / File(s)
Summary
Detect and propagate short-window absence src/codex/quota.ts, tests/codex-integration/main-quota-provenance.test.ts
The exported withWhamShortWindowAbsence helper derives the marker from WHAM window topology. Quota updates now propagate the marker for non-main accounts. A test verifies that a main account without a live writer retains its short-window quota.
Apply the marker to WHAM observations src/codex/auth-api/login-flow.ts, src/codex/auth-api/pool-quota-probe.ts, tests/codex-integration/codex-credits-probes.test.ts, structure/dashboard-and-usage.md, structure/providers/openai-tiers.md
Login and pool-probe paths apply the helper to valid WHAM observations. Integration tests cover removal and retention cases. The documentation describes pool short-window retirement and its observation conditions.
Reauthentication clears the previous quota, contrary to the updated documentation. Correct the contract description; the change is otherwise mergeable.

Explanation
Issue #7961 is an active direct link. The implementation satisfies its coding requirements. src/codex/quota.ts adds withWhamShortWindowAbsence() and applies shortWindowAbsent for non-main accounts in setAccountQuotaFromParsed(). src/codex/auth-api/pool-quota-probe.ts and src/codex/auth-api/login-flow.ts use the helper only for valid WHAM observations. The existing topology check therefore retires a carried short tuple for a complete weekly-only observation. Plus-style short windows remain. Partial, invalid, and header observations retain the tuple. Main-account behavior without a main writer remains unchanged. tests/codex-integration/codex-credits-probes.test.ts covers these pool cases, including monthly-only data. tests/codex-integration/main-quota-provenance.test.ts covers the main-account regression case. The reported typecheck and focused tests pass. The repository diff blob was unavailable, so exact changed-line references could not be verified; the head file and supplied change summary establish the relevant behavior.
Full details: Out of Scope Changes check
Explanation
The changes remain within issue #7961. The quota helper refactor prevents separate WHAM topology rules from diverging. The pool-probe and login-flow changes implement the requested pool and re-login behavior. The added tests verify the requested behavior and preserve existing behavior. The two documentation updates describe the same pool short-window retirement rule. No unrelated production feature or cleanup is demonstrated.

A pool probe whose captured writer is missing, stale or bound to another account could still release a carried 5-hour block. Gate the absence marker on the same live-writer proof the history write uses; main is unchanged. Also narrow the openai-tiers note: the login read has nothing to retire.
Security review on #7980: a complete long/null topology with
rate_limit.allowed:false still marked short-window absence, so an upstream
refusal could release a carried 5-hour block. Route the pool probe and
re-login through one poolWhamPolicyObservation helper that owns the validity
check, refuses the marker on an explicit denial, and otherwise applies the
topology rule. Main is unchanged.
Security review (dedicated reviewer, required by MAINTAINERS.md because this touches the src/codex/auth-api quota writers in the account-pool credential area). It reviewed cea5b7b, and both blockers are fixed on 31ba08a.
BLOCKER: retirement did not require a live, identity-bound pool writer. A pool response with a missing, stale or other-account writer could still apply the absence marker and release a carried 5-hour block. Fixed in afad950: for a pool request, setAccountQuotaFromParsed now applies the marker only with the same live, account-matched writer proof that gates its history write. Covered by "a probe without a live writer for this account retains the carried tuple" (missing, stale and other-account writer cases).
BLOCKER: an explicit upstream denial could release a block. A complete long/null topology with rate_limit.allowed: false still marked absence. Fixed in 31ba08a: the pool probe and re-login now share poolWhamPolicyObservation, which returns null for invalid readings and never marks absence on an explicit denial. Covered by "an explicit upstream denial never retires the carried tuple" and the helper unit test. Both tests fail with the guard removed and pass with it.
No other findings. The diff adds no logging or serialization of tokens, account identifiers, emails or request bodies, and does not change credential reads, refresh or persistence. The caller-owned main path keeps its existing main-writer requirement. Residual risk: additional_rate_limits windows are validated for numeric percentages but do not take part in the absence-topology proof. That matches the existing main-account rule. A fresh re-review of 31ba08a follows before merge.
Code review (fresh reviewer): PASS-WITH-FIXES. Its one finding, no login-path coverage, is handled by routing login through the shared, unit-tested helper. Reauthentication clears the stored row before writing, so the login read has no tuple to retire.
A present used_percent that is neither a number nor a numeric string was treated as unknown, so a weekly-only response carrying it could still release a carried 5-hour block. Pool retirement evidence now refuses it; main parsing is unchanged.
Review record for head 741c73c159cec6b09df5f30b50a0f9d556ef2a29 (lane L4b). Every review was a fresh, independent, read-only pass against the original #7961 brief.
Round 1, head cea5b7bc1a
Correctness: PASS, with one NIT. The docs claimed that re-login retires a tuple, but reauthentication clears the row before writing and creation refuses existing ids. Fixed in afad9500b. This also settles the earlier SHOULD-FIX asking for a login-flow regression test: the login change has no observable retirement effect, so a red→green login test is not possible. The login path still writes only after identity verification.
Security: MUSTFIX. setAccountQuotaFromParsed accepted the pool absence marker without livePoolEvidence, so a probe whose captured writer was missing, stale or bound to another account could release a blocking 5-hour tuple. Fixed in afad9500b: pool retirement now needs the same live-writer proof as the history write, and main is unchanged. Regression: missing, stale-identity and other-account writers keep the tuple, with a live-writer control.
Round 2, head afad9500b: PASS, with one LOW. A credential-generation rollover replay was untested; 0e3001646 adds that test. 31ba08a3e arrived between rounds: no absence marker on an explicit allowed: false.
Round 3, head 0e3001646: MUSTFIX. A present used_percent that is neither a number nor a numeric string (for example "unreadable", a boolean or an object) was treated as unknown, so it could still mark absence. Fixed in 741c73c15, where pool retirement evidence refuses such readings. Regression: three malformed shapes keep both shortPercent and shortResetAt.
Round 4, final head 741c73c15: PASS, no findings. The reviewer explicitly judged the 31ba08a3e denial guard correct and consistent with the other guards. Main parsing and retirement are unchanged, writers are bound to account, credential generation and history identity, nothing new logs secrets or account ids, both structure docs remain at the 600-line budget, and git merge-tree against devd42b9b1b2 is clean.
Residual risk: retirement trusts authenticated WHAM to report every governing window. That contract is the same one main has relied on since #6287.
Local verification on 741c73c15 (Windows, Bun 1.4.4, serial):
codex-credits-probes.test.ts: 17 pass, 0 fail. Each fix was red before its source change.
main-quota-provenance, main-quota-evidence-validation and main-account-hard-lock-retirement: 262 pass, 0 fail.
bun run typecheck, structure:check, file-size-ratchet and privacy:scan pass.
NOT RUN locally: the full suite and test:changed, because the host is shared by three lanes. Hosted CI covers both.
Exact-head CI: Cross-platform CI run 41050808837 completed successfully: gates, test changed, api usage, docker smoke, npm-global ubuntu-latest, storage policy and structure gate. Catalog async contracts, hygiene, resolve-pr and both enforce-target runs (12:18Z and 12:20Z) also succeeded. Full shards and macOS/Windows jobs are skipped on pull requests by policy.
Security review: this PR touches pool credential and quota writers, so a dedicated fresh terra security review ran on every head. Two security MUSTFIXes were found and fixed: the missing live-pool-writer gate and unparseable WHAM readings. The final fresh correctness and security review is PASS with no residual concern beyond the WHAM contract main already relies on. Full record: fix(codex): retire a pool account's carried 5-hour window when WHAM shows none #7980 (comment)
Union check against current dev0c7494700 (which includes fix(codex): stop scoring an elapsed 5-hour window against a pool account #7994): git merge-tree is clean. On a local merge, codex-credits-probes, test-layout and file-size-ratchet give 28 pass, 0 fail, and typecheck and structure:check pass. Both structure docs stay within the 600-line budget.
