Keep promotion E2E independent of the narrowed filter
When a promotion commit changes only an ordinary src/** or gui/** file, this narrowed filter emits desktop=false. Although the desktop-shell job itself runs for every push, all package build and E2E steps—including “Run Linux packaged-shell E2E” at lines 1481–1482—remain guarded by needs.changes.outputs.desktop == 'true', so the promotion performs only the Rust checks and can satisfy the release prerequisite without the promised packaged-app test. Make those step conditions event-aware or retain the broad filter for non-PR events so the pre-publication fallback actually runs.

Preserve packaged E2E coverage on promotion pushes and manual dispatch.
The narrowed desktop filter also applies to non-pull-request events. For an ordinary src/** or gui/** change, it can produce desktop=false. The changes job forwards that value without an event-based override.
desktop-shell runs for non-pull-request events, but its packaged build and Linux packaged-shell E2E steps require needs.changes.outputs.desktop == 'true'. Therefore, promotion pushes and manual dispatches can run only the Rust checks and skip packaged E2E coverage.
Set desktop=true for non-pull-request events while preserving the narrowed filter result for pull requests. Add a regression assertion in tests/ci-workflows/linux-desktop-packaged-ci.test.ts for a promotion push or manual dispatch with no matching packaging paths.

Summary
The
desktop shelljob's Linux package acceptance (build AppImage and deb, boot both payloads under Xvfb) takes about 15 minutes. It was selected on every pull request touchingsrc/**orgui/**, which is most PRs intodev(for example the 15-minute run on #6152).This narrows the
changesjob'sdesktopfilter to inputs that change how the package is assembled or launched:desktop/**, the standalone build and runtime locator (scripts/build-standalone.ts,scripts/standalone-targets.ts,src/lib/standalone.ts,src/lib/bun-runtime.ts), native keyring staging (scripts/standalone-keyring.ts,src/lib/keyring-native.ts),package.json,bun.lockandci.yml.Behavior after the change:
src/**orgui/**pull request no longer runs the package E2E. If it also touches the native set (src/service/**,src/cli/index.ts, …), the job still runs its Rust-only checks.mainandpreviewandworkflow_dispatchare unchanged; they always requestdesktop-shellwith the full package E2E, so a packaging regression from a plain source edit is caught before publication.cigate derives the expected set from the samechanges.outputs.desktop, so no gate logic changes.Trade-off: a pull request that breaks packaged-app startup through ordinary source code (not the listed packaging inputs) is caught at promotion instead of on the PR.
structure/desktop-shell.mdrecords the new scope.Intended for the release after next; not needed for the current train.
