Keep the unit open until the planned wave B is resolved
The unit cannot yet claim that both rounds and all acceptance criteria are complete: 010_lane_assignments.md defines round 2 as wave A followed by the R2-L9 dashboard lane in wave B, and 000_roadmap.md requires the round-2 lanes to be dispatched and squash-merged, but this outcome records only the three wave-A lanes and provides no terminal outcome for L9. Either deliver or explicitly defer/de-scope L9 before closing the unit, or leave the directory under _plan; _fin is reserved for closed units with a terminal outcome.

Reconcile the unit-close record before claiming completion.
010_lane_assignments.md:88-91 assigns R2-L9 to #4175 and #4209. 050_round2_outcome.md:3-9 records only the three wave-A lanes. The separate #4580 change at 050_round2_outcome.md:11-14 concerns cache affinity, not R2-L9. Record R2-L9's PR, merge, and issue dispositions, or state that the lane was not delivered and correct the completion claim.
The listed merge tables contain 13 round-one merges and four round-two changes: #4584, #4586, #4585, and #4580. They therefore document 17 merged PRs, while 050_round2_outcome.md:18 claims 18. Reconcile this total.
Add dispositions for #3377 and #4429. Record #2279 as deferred and still open, as specified at 010_lane_assignments.md:98-103. The closure policy requires each resolved or superseded issue to name its merge or superseding change.
This is one unit-close record reconciliation defect. It affects documentation accuracy and completion tracking, not persisted data integrity.

Summary
Closes out the round 2/3 delivery unit: records what round 2 landed, states the
unit totals, and moves the whole unit from
devlog/_plan/todevlog/_fin/because everything it describes is now visible in public git history.
Round 2 ran as three concurrent lanes with exactly one config-schema owner, and
none of them collided. That rule came out of an audit that failed twice before it
was right: feature-level scoping cannot express "this change adds a setting",
because every setting lands in the same two files regardless of what it
configures. Both behavior-only lanes obeyed the constraint and filed follow-ups
instead of touching the shared schema.
Unit totals: 22 pull requests closed — 18 merged, 4 closed as superseded with the
carrying merge named and the author credited by trailer — and 13 issues closed.
Three issues were deliberately left open with the landed half recorded on each,
and three follow-ups were filed rather than folded into a closure.
The two findings worth keeping from this round are both about claims rather than
code. One lane's description said it closed two issues and had fixed one, which
was corrected at merge time by closing only the issue actually resolved. Another
lane declined to close its issue and filed the remainder separately, which is the
behavior worth encouraging. Neither is something a green check can detect.
