P1 Badge Do not reuse absence after an undecidable targeted query

When the first inspection caches a listing without opencodex-proxy, a task can be registered before the second inspection while leaving no local staged XML; if that inspection's targeted /xml query then returns a non-authoritative error such as localized access-denied or another transient nonzero response, this branch converts the stale cached miss directly into absent. A fresh listing could now contain the task and would have returned unknown, so the new behavior can make ownership appear owned and admit unattended writes despite another service registration. Revalidate the listing or fail closed when the live targeted query is undecidable rather than allowing a cached negative to prove current absence.

Do not derive absent from a stale listing after an ambiguous targeted query.

At src/service-manager-probe.ts:655-660, probeWindowsTaskRegistration uses the cached listing when /query /tn opencodex-proxy /xml fails without the English task-not-found message. A task registered between the two startup inspections can therefore be reported as absent when the targeted query fails due to access denial or another inconclusive error. Run a fresh /fo CSV listing for this branch or return unknown. Add a regression test for an initially absent cached listing, an ambiguous targeted-query failure, and a fresh listing containing opencodex-proxy.

probeWindowsTaskRegistration so an ambiguous targeted-query failure never
derives “absent” from deps.startupCache.listedTaskNames; perform a fresh /fo CSV
listing for this branch and use its result, or return “unknown” if the fresh
query is inconclusive. Add a regression test covering an initially absent cached
listing, an ambiguous targeted-query failure, and a fresh listing containing
opencodex-proxy.
