[Feature]: ocx account is missing pause/strategy/sticky verbs that /api/codex-auth already has #2702

이 이슈는 대시보드/관리 API 에 이미 있는 Codex 계정 pause·pause-exhausted·pool-strategy·stickyLimit 를
ocx accountCLI 가 아직 노출하지 않는 기능 갭입니다. #2696 으로 API 가 503 인 것과 별개로, 관리면이 살아 있어도 CLI 동사가 없습니다. 터미널에서 대시보드와 같은 풀 제어를 하려는 요청입니다.current
dev에서src/cli/account.tsACCOUNT_USAGE 는 list/current/use/refresh/auto-switch/alias/priority/remove/login 등만 나열하고 pause/strategy/sticky 가 없습니다. 서버는src/codex/auth-api.ts에 PUT/api/codex-auth/accounts/pause,pause-exhausted,pool-strategy(stickyLimit 포함) 가 있습니다. auto-switch 는 threshold on/off 수준입니다.대시보드 패리티 CLI 작업으로 우선순위는 중간입니다. #180 확장선이며 #2703(표시) 과 같이 가면 계정 CLI 가 한 번에 좋아집니다.

- Anthropic 등 다른 풀에도 같은 동사를 확장할지 정해야 합니다

What are you trying to accomplish?
Pause/resume Codex pool accounts, pause exhausted accounts, and set pool strategy / sticky limit from the terminal — the dashboard already can.
Current state
Management API exists:
ocx account usage (src/cli/account.ts) is list/current/use/refresh/auto-switch/priority/login/remove/add-key/reset-credits/main. No pause, strategy, or sticky subcommands. auto-switch is threshold on/off only.
Why not existing issues
#2696 is why those APIs 503 on this host. This ticket is the missing CLI verbs even when management is up. #180 shipped list/use/refresh, not pause/strategy.
