Codex review on #304 (#304 (comment)) pointed out that
structure/80_state_layout.mdoverstated the legacy-state warning. It saidcxc state pathandcxc plan initwarn about any state left in the checkout. In factresolveStateRootwarns only when.codexclaw/ledger.jsonlor.codexclaw/goalplans/exists. A checkout that holds onlydevlog/, evidence or interview ledgers gets no warning, so a user could wrongly conclude nothing needs migrating.This change describes exactly when the warning appears and tells users to run the
cxc state migratedry run to see everything that would move. I left the detection itself unchanged because many repos track their owndevlog/, and a warning keyed on it would fire for every checkout.Docs-only change.
