Hotfixes - Sync - Missing progress modal and success message

Observed behavior

After confirming the sync procedure I'm no longer seeing the progress modal and the success message for completed sync. I'm also not able to stop the sync.

Expected behavior

Unless otherwise specified the process of syncing should be fully restored to its previous state - a progress bar should be displayed with an option to stop the sync and a success message should be displayed at the end.

Steps to reproduce the issue

1. Go to https://hotfixes.studio.learningequality.org/en/accounts/#/ and sign in
2. Go to the channel editor and click 'Sync resources'
3. Select all of the available options and click the Continue button
4. Confirm the sync procedure - note that the modal is simply closed and it seems that nothing is going on.

@pcenov Recent infrastructural changes have created significant technical complexities regarding stopping/canceling a sync (and publishing too). So we'll split out the portion of this where the sync activity isn't being displayed to the user in the header like it is for publishing.

Okay, the sync status is showing in the header, but tends to be so quick that it doesn't display. There's a minor bug there that I'll fix
