Remove ToolTip for 'Has captions and subtitles’ checkbox: ‘Has captions and subtitles’ checkbox ToolTip needs to be removed and this checkbox option should be placed first

Observed behavior

After uploading a video file, the Accessibility section contains three checkboxes with a label and a ToolTip icon that display a description when you hover over it.

Radina and Jessica agree that the label 'Has captions and subtitles' is descriptive enough and suggest removing the ToolTip next to this label and placing this option first in the list instead since it’s expected to be the most commonly used option out of those three.

Expected behavior

The 'Has captions and subtitles' option should be the first in the list and the Tooltip next to it should be removed.

Steps to reproduce the issue

1. Upload a video file to a channel within Studio
2. The Accessibility section should display three checkbox options
