Unstable - The Duration > Reference option is not enabled for .mp3/.mp4 resources

Observed behavior

The Duration > Reference option is not enabled for .mp3/.mp4 resources and cannot be selected. The option is active and available for .pdf resources.

Expected behavior

Enabled Reference option for .mp3/.mp4 resources

Steps to reproduce the issue

1. Go to https://unstable.studio.learningequality.org/en/accounts/#/ and sign in
2. Create a brand new channel and add a resource
3. Attempt to select the Reference option for the Duration drop-down
