Investigate stalling python unit tests in Github workflow

As a Kolibri Studio developer, I want the python unit tests workflow to finish in a timely manner, but currently they stall and require manual cancellation even though I'm unable to reproduce this locally.

There may be CI environment specific issues causing this, one of which could be the unpinned postgres dependency, thus #3309 has been marked a blocker.

It seems this is no longer occurring for my completion criteria PR #3318

Strange... even after merging #3334 our CI workflow seems to stall at some PRs.

Right now I see CI is stalled for: #3340 and #3337.
