Support permanent deletion of monthly workflow log archives #44051

Problem

Workspace owners can list and download monthly workflow log archives, but cannot permanently remove a month they no longer need. Source-database retention cleanup does not remove these archive files or the archive catalog shown in Settings.

Requested behavior

Allow a workspace owner to permanently delete a selected month from Workflow Log Archives after an explicit confirmation. The request should disable downloads, clean up archive objects and prepared ZIPs asynchronously, and remove catalog records after cleanup succeeds. Failed deletion should remain retryable, and lifecycle logs should identify the request and its outcome.

Keep live workflow-run data outside this archive-only action. Administrators should retain archive viewing and download access.
