docs: update SECURITY.md supported versions and bug-report placeholder - #1229

The security policy still described the project as pre-0.1.0 on the 0.0.x line, but v0.1.4 through v0.5.2 have shipped (current: 0.5.2). Update the supported-versions table to the 0.5.x line, rewrite the pre-1.0 note, and point the bug-report version placeholder at a real recent tag. Fixes lablup#1219

SECURITY.md still described the project as pre-0.1.0 on the 0.0.x line, but the project has shipped tags v0.1.4 through v0.5.2 (Cargo.toml and CITATION.cff both say 0.5.2). Changes:
