Avoid promising a boundary-gated restart
When an interactive agent remains mid-turn past KCAP_RESTART_TURN_WAIT_SECONDS, RestartCoordinator.Evaluate deliberately restarts without a turn boundary; an in-flight eval or launch can conversely keep it pending beyond that bound. Thus the new notice both implies the turn will finish before restart and promises a “few minutes” deadline that the coordinator does not guarantee. Describe the boundary as a bounded preference and avoid a fixed timing promise so users do not rely on an active turn completing before the daemon is stopped.

Fixed in a6e3a7e: the turn boundary is now described as a bounded wait ("waiting a few minutes for running agents to finish their turn") rather than a guarantee

What & why
After
kcap updatefrom npm on macOS/Linux, a running daemon's notice said it would restart "when idle", which reads as "once your agents are gone". A background daemon actually restarts within a bounded wait for running agents to finish their turn, then resumes the agents it can. The notice now says that, and that a daemon started in a terminal needs a manual stop and start. The Windows message is unchangedVerification
