Hold — irreversible data upgrade. CI is green (build-test-and-publish, smoke), but it starts from an empty volume. Starting SQL Server 2025 on an existing 2022 data volume upgrades the databases in place; they cannot be attached back to 2022 afterwards (no rollback without a restore). Approved: SQL Server 2022 → 2025 (databases/mssql). The irreversible-upgrade hold is lifted — no deployment holds existing databases. build-test-and-publish, test and smoke green on this SHA. Merge together with #156.
