Adds the image-staging steering doc (Seqera Wave, NVIDIA NGC, Google Artifact Registry via image staging) and a Requester Pays section to running-a-workflow.md, with matching POWER.md routing entries. Generated via tools/build_distributions.py from the canonical HealthOmicsKiroPower package.
