Add an offline allowlisted progress evaluator and regression tests for false-green playback holds. Document no-transport decision and remaining live/semantic acceptance work. Refs #290.

Added the requested coordinated 1.6.2 build-1 bump for all four apps and PMSKit. All 12 app configurations updated; test targets unchanged. All four clean native builds passed and each generated app bundle reports 1.6.2 (1). PMSKit: 1,695 tests passed; hygiene, strict docs, links and Mermaid passed. Existing App Store/TestFlight distribution remains 1.6.1 build 2; no 1.6.2 upload is claimed. Repository policy permits squash merges only; use the normal required-check merge path. |

Integrates the client-first playback foundation and the completed #290 troubleshooting contract, plus its promoted guide and archived plan. Source tip: 518e286.
Validation: clean native builds and smoke checks on macOS/mobile/tvOS/visionOS; Release and PerformanceAudit DEBUG exclusion verified; 315 Python tooling tests and hygiene/docs/link/Mermaid checks passed. Fresh full macOS hosted baseline: 686 passed, 1 known poster-retirement assertion failed, tracked in #299. Focused fixture: 4 tests passed. No hardware/release gate is claimed complete.
Known follow-ups from the subsequent targeted sweep include #292–#299, including bounded-runner descendant cleanup (#297). Deeper Emby playback remains #291. This merge does not claim those are fixed.
User requested main integration. Direct push was correctly rejected by branch protection, so this PR uses the normal required-check path.
