- Add new pass for range mappings validation - Add unsigned VLQ utility for parsing range mappings - Add support for additional tests in spec-tests
Also update types/node for use with current Node LTS
- Add one test to known failures, checking this test would require pulling in more dependencies or reimplementing mappings parsing. - Relax a case where the validator was overly strict about the range mappings format wrt extra semicolons.

This PR adds support for validating range mappings, and also can validate the examples in the spec tests.
Some of the commits also updates dependencies (e.g., TS) because of the use of some new language features with more recent Node versions.
This depends on tc39/source-map-tests#40 and the tests submodule needs to be updated after that other PR is merged.
