Why is this being added? I would not expect composer.lock for a library.

It's just that in general I push the composer.lock file in all my projects to ensure that all contributors use the same versions and share the same dependencies behavior. According to https://getcomposer.org/doc/02-libraries.md#lock-file, it's ok; what did I miss?
