This issue is a stale tracking artefact. The ADR it references — ADR-0005 — has since been corrected and now explicitly withdraws this exact item:

The false premise was "estate default = MPL-2.0; PMPL headers = relicensing debt". Corrected understanding: MPL-2.0 (Palimpsest-MPL) has MPL-2.0 as its automatic legal base, so declaring MPL-2.0 is already a clean, complete subset of the estate model — not a way-station that owes a future overlay migration. ADR-0005 also records "No standalone PMPL claim is made."

Repo state verified against that conclusion:

So there is no external precondition to wait on and no migration owed. Keeping this open would perpetuate the false-premise framing ADR-0005 went out of its way to correct.

One lingering doc inconsistency (the README Status line still said ADR-0005 recorded "licensing debt") is fixed in #25.

Sibling #2 (the manual, owner-only do-not-automate SPDX ledger) is a separate matter and untouched.
