Machine-readable currency: deferred follow-ups (post-checkpoint #288)

Deferred items from the machine-readable / contractile currency checkpoint (PR #288). High-confidence work landed there; these need a spec decision or owner input.

ephapax-specific

• Dual ANCHOR: both .machine_readable/6a2/ANCHOR.a2ml and .machine_readable/anchors/ANCHOR.a2ml exist — normalize placement once rsr-template canonical is confirmed.
• bot_directives naming collision: the rename merged the methodology layer (agent_instructions/) into bot_directives/, but that name previously denoted gitbot-fleet directives. Decide whether methodology + per-bot directives co-locate or split.
• 1 believe_me in Idris2 — drive to zero (no-believe-me Mustfile check is currently warning, not critical, while this stands).
• contractiles/k9/ was added to resolve adjust/intend k9 imports — consolidate vs svc/k9/ once the k9 location is canonicalized.

Estate-common

• Contractile k9.ncl + manifest tridents for must/trust/bust/dust (canonical only ships them for adjust/intend; needs CONTRACTILE-SPEC).
• Per-bot bot_directives/ content: hypatia, gitbot-fleet, .git-private-farm.
• Workflow hygiene: missing_timeout_minutes / unpinned_action (Hypatia baseline; not touched by the checkpoint).
• License review (owner): AGPL/PMPL stamps in .machine_readable/ — PMPL may be intentional (MPL-2.0 legal fallback per _base.ncl); AGPL likely an erroneous sweep. Flag-only, no edits made.
• Wiki refresh.

Root cause

RSR-SPEC.adoc v1.0.0 (frozen 2025-12-27) was never version-bumped for post-2026-04 policy → satellites are spec-conformant but policy-stale. Blocking fix is owner-level: cut RSR-SPEC v1.1/v2.0 and re-sync rsr-template-repo.
