With ui.copy_on_select = false, agent output could clear a mouse selection before or after release. The next Ctrl+C then reached the agent. A retained selection could also fail to copy when output advanced the content revision before the server handled the request.

Keep manual mouse selections as live terminal ranges across full frames and patches, and use the existing revision-optional selection API to copy them. Ctrl+C remains consumed on copy failure. Resize, alternate-screen changes, focus changes, and explicit deselection still invalidate the selection; automatic copying and keyboard copy mode retain revision checks.

Validation: the extended regression failed on the base commit, then passed with the fix. just check passed on Windows: 2,816 Rust tests, maintenance/architecture/integration/docs checks, and the debug build. Coverage includes output during dragging and after release, a selected-cell patch, visible highlighting, actual terminal extraction after output, and suppression of Ctrl+C repeat/release and failed-copy fallback input. Review regressions also verify that parked copy mode does not affect another pane and that keyboard copying retains its revision check with copy-on-select disabled.

The unrelated intermittent CI failure in actor_delays_enter_from_completed_prompt_write is tracked separately in #3685; the caller accepted it as outside this hotfix.

This restores the existing manual-selection behavior; no protocol or release-doc changes.
