Thread visit can fire before the workspace connects #232

A thread visit can fire before the workspace connection is up. This race also exists in upstream orchestration v2, and the fork behaves identically. It is probably easier to hit here because connecting over coder ssh is slower than a local server.

Left alone under the upstream-first rule. Revisit only if it causes visible errors.
