This pull request adds a Terraform to CAI converter for the vmwareengine.googleapis.com/NetworkPeering asset type. It includes the necessary converter registration and a new test case to ensure correctness. The changes have been tested and verified to work as expected.

This commit adds a Terraform to CAI converter for the `vmwareengine.googleapis.com/NetworkPeering` asset type.

The following changes are included:
- The converter is registered in `mmv1/third_party/tgc/resource_converters.go.tmpl`.
- A new test case, consisting of a `.tf` and `.json` file, has been added to `mmv1/third_party/tgc/tests/data/` to validate the converter.
